Issued shortly after the merger of Powhatan and
Koo Koo Ku Hoo Lodges to a delegation of Tutelo members attending the 1973 SE-1 Conclave. The lodge did not have time to produce a regular issue neckerchief so this one was hastily made and issued. The N1 neckerchief was issued concurrently with the L1 & L2 flaps.
